Terms of Reference
To provide a communication channel between the business community and the Town Council.

To organise community projects, campaigns and dialogue sessions for greater participation and social responsibility among the business community.

To make recommendations on the rules and regulations governing commercial premises, shops and hawkers operations.

Terms of Reference
- To advise on all legal matters pertaining to contracts related to the general operations and functions of the Town Council.
- To review and endorse all contracts procedures related to the general administration and management of the Town Council.
- To advise on all contract specifications and conditions of tender prior to calling of contracts.
- To call, evaluate and recommend to the Town Council on award of contracts, except town improvement projects undertaken by the Project Committee and other projects of the Publicity Committee.

Terms of Reference
- To review the estate routine maintenance programme, cyclical works and major repair works to common areas, open space, landscape sites and other estate facilities.
- To monitor the service delivery level in estate maintenance and cleansing services provided to the residents.
- To make recommendations on the policy and procedure of by-laws governing the management, maintenance and use of common property.
- To liaise with other Government and statutory authorities and other agencies on matters relating to estate management and maintenance services.
- To study and recommend new techniques and cost effective methods in estate management and maintenance services.

FINANCE COMMITTEE |
Terms of Reference
- To regulate and administer the Town Councils Financial Rules [Cap. 329A, R1] on the proper allocation and use of the Town Council Funds.
- To prepare the annual budget estimates and statement of accounts, determine the accounting policies of the Town Council and review the financial performance of the Town Council.
- To advise on achieving better economy, efficiency and effectiveness in the management of Town Council funds and make recommendations to the Town Council on investment of surplus funds.
- To oversee the arrears management policy and monitor the arrears of service and conservancy charges payment due to the Town Council and recover such arrears through the channels provided for in the Town Councils Act or by-laws.

PROJECT COMMITTEE |
Terms of Reference
- To develop an identity and character for the Town through the implementation of town improvement projects.
- To advise on the aesthetic improvement of the environment of the Town.
- To evaluate and recommend on the award of tenders related to town improvement projects.
- To liaise with Government and statutory authorities on guidelines and policies on project development and funding.

PUBLICITY COMMITTEE |
Terms of Reference
- To promote the image of the Town Council as a professional, efficient, effective, yet friendly and caring organisation.
- To bring about better understanding and appreciation of the work of the Town Council through mass communication activities, publication of newsletters and other publicity materials.
- To evaluate and recommend on award of tenders related to the publication of newsletter, publicity materials and public relations projects for the Town Council.
- To liaise with grassroots organisations, Government and statutory authorities on the promotion of educational campaigns and publicity programmes.
